This is one of ZAFT's military bases located within the PLANTs. Here is where many new ZAFT soldiers are trained and new mobile suits under go their final stages of completion.

Board Description
PLANT
The PLANTs are a group of 120 space colonies where most coordinators live. Each individual colony is named after a specific month. In the past this large group of colonies have suffered from fear of being annihilated by the earth forces during the “Bloody Valentine Tragedy” after the “Second Bloody Valentine Tragedy” however, the coordinators here ceased all hostile actions towards earth and earth also did the same. This allowed them to live for two hundred years of peace. But as the saying goes “all good things must come to an end.”
